On 13<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> January 2026, UGC announced the Promotion of Equity in Higher Education Institutions Regulations, 2026. It is also referred to as the UGC Anti-Discrimination Rules 2026 or the UGC Bill 2026. The motive of this bill is to prevent discrimination on the basis of caste, religion, gender or disability at Higher Education Institutions (HEIs).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Furthermore, these rules shall prevent unfairness, promote equity, and create an inclusive environment for stakeholders specifically from the SC\/ST community, educationally, economically or other backward classes and the ones with disabilities. Stakeholders include students, faculty, staff, and members of the HEI managing committee.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The blog shall discuss the various important provisions and guidelines that the new\u00a0UGC Bill 2026 has introduced to ensure equity and prevent discrimination. Any University or Institution failing to do so shall have to deal with serious consequences. The non-compliance shall lead to the University being debarred from any UGC schemes &amp; from offering degree programmes, online and distance learning programmes, and even lose the approval status provided by the UGC.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Some of the key provisions or rules that the HEIs shall strictly adhere to are listed below:<\/span><\/p>\n<h3><span class=\"ez-toc-section\" id=\"1_Establishment_of_EOCs\"><\/span>1. Establishment of EOCs<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p><span style=\"font-weight: 400;\">Under the UGC anti-discrimination rules 2026, it is necessary for the Universities to establish Equal Opportunity Centres (EOCs). The EOCs shall be responsible for taking preventive measures to ensure stakeholders are not treated unfairly due to their caste, gender, religion or disability. Hence, implement policies of fairness and equity and prevent discrimination of all sorts.<\/span><\/p>\n<h3><span class=\"ez-toc-section\" id=\"2_Constitution_of_Equity_Committees\"><\/span>2. Constitution of Equity Committees<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p><span style=\"font-weight: 400;\">On the other hand, Equity Committees (ECs) shall be formed under the functioning EOCs to ensure proper implementation of the rules and redressal of complaints received on discrimination. This 10-member committee shall consist of a chairperson, a member secretary, three senior faculty members, one staff member who is not a faculty, two experienced civil society representatives, and lastly, two student representatives.<\/span><\/p>\n<h3><span class=\"ez-toc-section\" id=\"3_Timely_Complaint_Resolution\"><\/span>3. Timely Complaint Resolution<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p><span style=\"font-weight: 400;\">All the complaints received by the EOC shall be addressed within 24 hours. The Equity Committee needs to look upon the matter and take necessary measures. A report shall be presented within 15 days to ensure the issue has been dealt with effectively<\/span><span style=\"font-weight: 400;\">.<\/span><\/p>\n<h3><span class=\"ez-toc-section\" id=\"4_247_Equity_Helpline\"><\/span>4. 24\/7 Equity Helpline<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p><span style=\"font-weight: 400;\">UGC anti-discrimination rules 2026 has also mandated the Universities to run an equity helpline. It should be responsive 24\/7 to all complaints or issues received regarding discrimination. The HEIs shall also maintain an online portal system for registering the complaints and keeping a track of the progress.<\/span><\/p>\n<h3><span class=\"ez-toc-section\" id=\"5_Inclusion_of_OBCs\"><\/span>5. Inclusion of OBCs<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p><span style=\"font-weight: 400;\">The new UGC anti-discrimination rules 2026 also include stakeholders from the Other Backward Classes (OBCs). This formal inclusion ensures that they are provided protection against any sort of caste-discrimination at higher education Institutions.<\/span><\/p>\n<hr \/>\n<h2><span class=\"ez-toc-section\" id=\"Rights_of_Students_Under_UGC_Bill_2026\"><\/span>Rights of Students Under UGC Bill 2026<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><span style=\"font-weight: 400;\">It is necessary for the students to be educated in what rights they hold under the new UGC anti-discrimination policy 2026. Some of the student rights in Colleges are listed below:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Under the UGC guidelines for students, students have the right to get admission or any information regarding it without facing discrimination on any basis.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The anti-ragging rules by UGC also safeguard the students from any ragging due to their caste, religion, gender or disability. A safe campus environment is one of the most important student rights in Colleges.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Under the UGC discrimination rules for Colleges, if faced with any sort of unfairness, students can file a complaint and get timely resolution.
